Özet

:

Modernleşmenin siyasal yönü olarak vurgulanan demokrasi, iktidarı belirleme süreçlerinde katılımcı yöntemleri esas alan çoğulcu toplum tipine atıf yapmaktadır. Çoğulcu sistemin kurulması için, toplumun uygunluğu kadar siyasal iktidarın isteği/iradesi de oldukça önemlidir. Cumhuriyet tarihinin çok partili hayata geçiş sürecinde yeni bir partinin kurulmasına bizzat Cumhurbaşkanı Mustafa Kemal önderlik etmiştir. Serbest Fırka 1930 yılında kurulmuş, aktif siyasal yaşamı süresince birçok konunun tartışılmasına sebep olmuş ve bu tartışmalar karikatürlere de yansımıştır. Bu çalışma Serbest Fırka’nın Türk modernleşmesindeki yerini -anılan dönemin kendine özgü dinamikleriyle- karikatürler üzerinden sorgulamayı amaçlamaktadır. Çalışmanın yöntemi belge analizine dayanmaktadır ve dönemin önde gelen gazeteleri olan Cumhuriyet, Son Posta, Vakit, Milliyet, Akşam taranmıştır. Çalışmanın kapsamı partinin kurulduğu ve faaliyette olduğu Ağustos-Kasım 1930 dönemiyle sınırlıdır. Bu çalışma, Cumhuriyet sonrası dönemi toptancı bir yaklaşımla ele alan bakış açısının aksine, modernleşmenin siyasal yönü olarak kabul edilen temel ilkelerin katılımcı demokrasiye işaret ettiği ve Serbest Fırka’nın kurulmasının anlamlı bir gelişme olarak algılanması gerekliliğine vurgu yapmaktadır.

Democracy emphasized as the political aspect of modernization refers to a pluralistic social system based on participatory methods in the process of determining the government. In the establishment of a pluralistic system, in addition to social compatibility, the wish/will of the political government is also quite important. President Mustafa Kemal personally led the foundation of a new party for transition to a multi-party system in the history of the Republic. As from its establishment in 1930, the Free Party gave rise to many discussions during its active political lifetime, which were reflected on cartoons. This study aims to question the role of the Free Party in Turkish modernization -according to the unique dynamics of that period- through cartoons. The method of this study is based on document analysis as a part of which the prominent newspapers of that period, namely Cumhuriyet, Son Posta, Vakit, Milliyet and Akşam have been searched. The scope of this study is limited to the period of August-November 1930 when the Free Party was founded and remained active. This study emphasizes that contrary to the perspective of the holistic approach in handling the post-Republic period, the fundamental pillars considered as the political aspect of modernization point to participatory democracy and the foundation of the Free Party should be taken as a significant development.
