Özet

:

Geçmişten günümüze Türkiye’de kentsel koruma politikaları, büyük ölçüde, kentin fiziksel sorunları üzerinden ve fiziksel tarafı ağır basan imar planları kapsamında ele alınmış; kentlerin korunarak gelişmesi açısından farklı yaklaşımlar geliştirme çabasına girilememiş ve dolayısıyla bütünsel kent planlamasından uzak bir yapı süregelmiştir. 1960’lı yıllarda kentsel koruma alanına artan ilgiye karşın, özellikle 1970’li yıllardan itibaren kentsel planlamanın aynı tip planlara yönelmesi, giderek tek tipleşen kentleri yaratmıştır. Kentsel koruma politikalarının da “tek tip” koruma amaçlı imar planları kapsamında şekillenmeye başlamasına neden olan bu durum, bir yandan kentlerin tarihi ve kültürel değeri bulunan alanlarındaki tahribatın artmasına, diğer yandan da kentlerin diğer alanlarında yoğun bir imar baskısının ortaya çıkmasına neden olmuştur. Çalışmanın amacı, Türkiye’nin kentsel koruma politikasının gelişimini, tarihsel gelişme süreci içinde ele alarak incelemek ve değerlendirmektir. Bu çerçevede önce kentsel koruma ve kentsel koruma politikalarının önemine değinilecek, ardından kentsel korumanın dünyadaki gelişim seyri ele alınacak ve son olarak kentsel korumanın Türkiye’deki gelişimi ilgili yasal ve kurumsal çerçeve temelinde incelenecektir.

From past to present, urban conservation policies in Turkey have been dealt with mostly through the physical problems of the city and within the scope of zoning plans with a predominant physical side; Efforts could not be made to develop different approaches in terms of the preservation and development of cities, and therefore, a structure far from holistic urban planning continued. Despite the increasing interest in the urban conservation area in the 1960s, the tendency of urban planning to the same type of plans, especially since the 1970s, has created cities that are becoming more and more uniform. This situation, which caused the urban conservation policies to be shaped within the scope of "uniform" conservation development plans, on the one hand, has led to increase the destruction in the areas historical and cultural values of cities, on the other hand, the emergence of intense zoning pressure in other areas of the cities. The aim of the study is to examine and evaluate the development of Turkey's urban conservation policy by considering it in the historical development process. In this framework, firstly, the importance of urban conservation and urban protection policies will be mentioned, then the development of urban conservation in the world will be discussed, and finally, the development of urban conservation in Turkey will be examined on the basis of the relevant legal and institutional framework.
